Orbs - Failed to Apply item in Hub zone

When trying to apply Orbs, Augmentation, Transmutation or Regal in the Hub area. I get message "Failed to apply item"

When using portal to go into PvE zone, using any of the orb items works as intended.

Tried rebooting the game twice and it didn't fix the problem.

After applying an Orb successfully in PvE zone and coming back to hub, the same "Failed to apply item" still persisted and 2nd attempt to apply orb in PvE zone made the item work as intended.

I am also seeing this.

Bump because I cannot use any useable item: orbs, quest rewards, quest items, etc, in town. Lol.
