Frost bolt is no longer working

Frost bolt has been used for a good while without issues. However now it's no longer showing the the text Frost Bolt next to the skill icon, and no longer available for use in the skill tabs.

My mistake, This appears to have happened when dex dropped below the amount required. However, there was no indication of this until I removed the gem and tried to place it back in.
