Seismic Cry Bug for me

Seismic Cry has no cooldown and doesn't empower my next attack.

Think something further may be wrong. Just used it testing and chunked the boss randomly for about 4-6x what I was normally doing. Worth noting it was with sunder and the aftershock specifically did 4-6x more damage.

The skill only empowers if you use it while near a heavily stunned enemy. If you use the warcry without any heavily stunned enemies in range, the cooldown resets. This is in the skill's text.

I thought this at first, but if you read the description, it only empowered when it Heavy Stuns an enemy.
