I was wondering the same thing, you have to socket SKILL gems into it in order to activate it.

If anyone runs into it saying you don't have enough spirit and you're sure you have enough, try pulling the gem out and placing it back in.

Doesnt work either if you pull it out and put it back in

Also having this issue. Have tried putting support gems in, removing the gem and reinserting, it just highlights as if it's ready then when you go to activate it it greys out and says not enough spirit.
I've also tried removing all the other support gems to ensure no Spirit was being reserved...no dice. |

Had this issue. For me problem was that I had the skill I was trying to use with cast on shock with only enabled on weapon set 2
