It indeed does not work in POE2, but it does work in POE1 I discovered today. And since you cannot purchase it for POE1, I'm assuming they got the wrong game associated with that item, which is why it doesn't work. It's probably just a simple text file fix, but they are too busy nerfing all the classes to care.
