Energizing Bolt Flask Effect

I got a twitch drop called "Energizing Bolt Flask Effect" This is supposed to have some sorta visual effect when using flasks from what I understand. I have it and equipped it and it does nothing? Can someone please tell me why and maybe fix this issue please.

tried relogging, disabling other cosmetics, repairing game files... cosmetic is enabled with no effect to show |

I'm having the same issue as I see no effect when using either the health or mana flask. I tried to seat it in both slots 1 and 2 with the same results. I am noticing a red outline on the screen like a damage overlay on the screen when I go to drink from a flash, though. Really odd. I managed to get the headpiece working fine with no issues.
