Spirit Reservation Bug?

I have 60 spirit from act 3, and I cannot reserve any of the 60 spirit skills. Any time I try, it just says "Disabled, not enough spirit". I have nothing else reserve, so I have the full 60 spirit and it still won't let me.

I have tried with 2 different copies of cast on shock both of different level. I have also tried it with cast of freeze.

To make sure my second 30 set of spirit is functional on my character, I have reserved Mana Remnants with Clarity supporting. This reserves 40 spirit, so over the initial 30 I had and that does work.

Am I doing something wrong or is this bugged?

There is definitely something wrong with spirit. I have 62 spirit and I can't enable cast of shock that takes 60 spirit.

I had faced the same thing.. From the behaviors i saw, it seems to consider the base spirit separate from the other sources... At least it worked like that for me.
Same issue, 30 base spirit from quest item and 30 from body armour.
Can't reserve it with cast on shock.
Same issue. It looks like the only spirit that is being counted is from items. (I only have one item with spirit currently). The bonus spirit from boss rewards doesn't get counted for minion summoning.

It's also very confusing trying to work out spirit reservation on the gem screen. The tooltip for the +/- buttons show what the spirit cost will change to for that skill, not how much it will change by when clicking. Also there's nowhere where it shows total spirit reserved making it very annoying to work out.
For those that this seems not working, first you need to put a gem that you wanna cost, then enable buff.
I have a similar issue but it is slightly stranger:
1. I have 30 base spirit and 31 spirit from body armour
2. I took Temporal rift as a Ascendacy skill and Arctic armour (30 spirit reservation) as a passive skill
3. I have slotted Vitality (20 spirit reservation) in Arctic Armour and Clarity in Temporal rift (10 spirit reservation) so 60 in total.

4. When I use 60 of my 61 spirit Temporal rift gets disabled but if I remove clarity (just 10 spirit so I still need both my base and body armour) all skills are now enabled.

5. If I add clarity to arctic armour (now using 60 spirit again) all skills seem to work.

The conclusion for my case seems to be that the amount of spirit doesn't matter when I put a skill into Temporal rift that relies on spirit it get disabled when I get close to my cap.

I don't know if this is a bug or working as intended but I can't explain this behaviour.
- Have 60 spirit total after finishing the boss in Act 3
- Have two spirit skill gems slotted (30 reservation each)
- When I activate one of the spirit skills, the other disables

If I have 60 spirit on my character screen, why can't I activate both of them?
Is there a way to see if anything else is drawing spirit, or are those skills the only kind?
It must be a bug with the 60 spirit gems on certain characters. I have gotten an amulet with +10 spirit putting me at 70. I still cannot reserve any cast on X gems for 60 spirit.

Also, I am slotting the gem with no other reservation active or even slotted. I am right clicking the gem to enable the reservation. This is when it gives the error of "Disabled: not enough Spirit". The error does not show before right clicking and trying to reserve the skill.

I have re-killed the Bog Witch in act 3 to just see if that would trigger anything to solve this issue. It did not.
12/8 there is definitely a bug with spirit costs. Support gems that increase spirit res appear to cost more than what they say they cost
