Ominous Altars - quest line - no charm unlocked

I completed the quest line from Finn. And after killing King of the Mists I chose the charm. However, none of the charm slots are still unlocked after completing this. What am I missing? Is it a bug? The quest line is complete. Therefore, I cannot figure out what I am doing wrong if any.
