Vitality support gem stacking indefinately

It seems that when I spam Vitality gem on/off scepter Discipline, it just keeps adding the 1% life regeneration. Seems to actually work and stack for ever making you regenerate thousands of life per second. You can get rid of the effect by taking of the scepter, just removing the gem doesn't seem to remove it.
