50 FPS on 4090 (GPU: 16% CPU: 10%)

Today I'm having FPS issues in PoE 2. I'm getting 50 FPS on a 4090 with GPU utilization at 16% and CPU at 10%. Both in-game and at login screen. There's no difference. I've disabled FPS caps.

My pc is older but I also have a problem like that, fps is capped at 25 if I use directx12 or vulkan, I can only play with directx11 which is a lot worse

Same, getting absolutely horrible stuttering and low fps and my hardware is barely being used in task manager.

Ok so I have a 4090 with a monitor with the same resolution. I was getting 50 fps on ultra and low. I updated my chipset drivers and my bios and now its singing. Whats crazy is I have like 40% performance in every other game too lol. I never updated my bios/chipset drivers since I got the pc. Im so happy I got this bug because now my computer runs like 40% better lol.
