Witchhunter Culling strike not working with SRS

Not sure if this is intended but Raging Spirits does not proc the Culling Strike execute from the witchhunter "Pitiless Killer" ascendancy node.

Could also be flame wall that is what I am using to proc Raging Spirits currently.

My ignites are also not activating the execute.
