Performance issues. Only 10 - 20 Fps

I have performance problems.
Although I meet the requirements, I have between 10 - 25 FPS.
Even on the lowest settings.
it's as if my performance was limited.
my settings are also limited. I can't change texture quality.

my PC:
GeForce RTX 3080
Intel Core i9-11900K
Corsair Vengeance RGB RS, DDR4-3600, CL18 - 16 GB dual kit
Corsair MP600 R2 NVMe SSD, PCIe 4.0 M.2 Type 2280 - 1 TB

Nvidia game ready driver is updated and I have already reinstalled the game and driver

I set my graphics card to be prioritized and it worked!
Before that, the game apparently ran on the CPU.
Now that my 3080 is priorityed, I have everything on ultra/high with a constant 75+ FPS
Settings like changing texture quality or DLSS were not selectable. Now everything works!

In the Windows bar, enter graphics settings, then click on game and prioritize graphics card
For me the game was not listed under Screen/Graphics.
You have to search for the game in the database.
In the library, go to the game in the top right and click on the gear > Manage > Search local files.
In the window above you can then search for the same file path.
Click on the game with the 60BG+ and then, when it is listed, prioritize the graphics card

Same here! Using Dx11 was the only thing thay solved it which meant HDR wasn't usable anymore either.

Troubleshooting: tried vulkan (didn't work,, dx11 was the only thing thay got me back to normal performance at 100+fps

Verify game files

Rolled back my drivers to the previous version and when that didn't work back to the most recent one that had your listed as game ready for day 1. Neither worked

Manually adding PoE2 to my list of apps for high performance mode for my gpu in windows

Reboot and turn off my pc

Tried another game and it was just poe2

Something is wrong with high tier cards and your dx12 or vulkan it seems. I don't think it's every card since I've seen people say they have similar specs and ti's fine, but this is definitely on your side. My frames shouldn't be capped at 25 and then 140+ on max settings with dx11.
