Rathbreaker in Act2

The Rathbreaker boss in Vastiri outskirts can be broken by just walking off his cliff back down where the hyena's spawn. You can just farm hyena's for loot or cheese boss if you can out dps his regen.

The temporary fix to unbug Rathbreaker is to just press esc > Respawn At Checkpoint. He should unstuck and not regenerating his health after that.
