Skills panel lacks explanation as to how to dive deeper into information

I'm familiar with similar UX-concepts in other games in which further information can be accessed via hovering over highlighted terms, but PoE's version is lacking a clear explanation.


If I hover over a highlighted term I can see further information in a help window, and if I move the cursor away said window closes, but there's no information to be had for the user to hold ALT while hovering over a term to be able to persist the window and look up further terms like e.g. "attack" on the screenshot.



But even then said logic fails if there are already 2 windows open, because now I can't reach any of the terms in the 2nd window as I'm already pressing ALT.



Expected behaviour: a logical way in which a user can easily reach every term in the help windows, no matter how deep he wants to go.
