Withering Touch support broken?

It says Withering Touch supports skills that "hit" enemies. My Skeleton Warriors can both equip Withering Touch and hit enemies. The skeleton warrior skill description says the skeletons have a 100% chance to proc withering touch implying that it should work but they are not appearing to proc withering touch and NO debuff icon or anything shows up when they do hit and you hover over an enemy to tell that its there. When self casting chaos bolt with withering touch support you can clearly see the withering debuff applied.

It is possible that your skeleton have lows accuracy to hit the enemies, hence failed to inflict debuffs

I just noticed the same thing. Tried moving it from my Chaos Bolt to the skeletal warriors, becauses Lachlan is kickin my ass.
Didnt proc at all across 2 tries, def isnt working as it says it should. |
