Cannot access the Manor Ramparts

Not much more than the title can explain and my image wont post but cant access the manor ramparts. I did a full restart but no such luck, I have a quest in there too.

Had the same problem; went back to town and could use the waypoint in Manor Ramparts to get there despite not having entered it yet.
