Radial menu not functioning (razer wolverine v2 controller)

I thought this was my controller but apparently when you try to use the radial menu at all it just doesn't do anything except bind skills. The other menu options are inaccessible.

This seems to be true for myself and my wife outside of town. All radial options are red except bind. In town it works fine. Means you cannot get to the inventory unless in town using a Xbox Elite series 2 controller.

I am having the same issue too. No issues yesterday but today the radial menu will not go away and all options but bind skills are red. Hard to play with the huge radial menu prompt in the way.
