No reason for you to be server banned. Try again in a few hours or just wait for a patch, but other than that there isn't anything you can do about it. Maybe restart your computer? Might work.
I think i find out the solution of the " ERROR ". Somehow, after install the download client, windows set the folder of PoE2 to READ ONLY. Just right click your mouse and choose Property, then un-tick the READ ONLY, then press APPLY. And the download is smooth now !
I open "properties" not property and no mention of read only.
About the only think i can do is run as administrator.

waited for about 15 mins then restart downalod. It's working fine at the moment.
I think the problem is area CDN server.
Same error here. Gave up after i tried redownloading 10 times and it instantly errors out and nothing downloads. I started the Steam download. Ill just download the standalone in a few days.
I finished downloading it on standalone. It took some tries but it finished.

after many retries and waited for some time, it fianlly finished downlaod.

I think the reason is CDN server, it was not ready. When it's ready, it's not necessary to do anything on your side.
I had the same problem, tried one poster's trick of changing the folder properties - removing the "Read Only" tag. Downloaded and installed successfully.
