Assigning skills

I am currently playing on the PC with a Game pad. When I press the left and/or right triggers it brings up more slots for skills. Would it possible to assign portal scrolls to one of the slots ?

No. You can probably rebind what the triggers do, but the only way to activate a scroll is to physically move your cursor over the scroll and click. If you automate that function it is botting and will get your account banned for a ToS violation. You can physically equip a portal skill gem and then bind that cast.
