I've got an EA key in a giveaway and I plan to give it to a friend, but the one that sent it to me said it is only for the PoE site. If you sign in to PoE with the steam account, can you download the game on steam after activating it on the site?

Hi there,
To clarify, Steam accounts can claim their Path of Exile 2 Early Access key by using the "Sign in with Steam" icon on our Login screen, and navigating to the Redeem Key section of our website. When a PC account has been granted early access, they can navigate to my-account/early-access on our website to claim a Client Key, which can be used to unlock the client on either Steam or Epic Games.
