[Settlers] 3.25.1 Lag spikes (Bug # 757,810,157)

Continue to have lag spikes on most plays. There are the rare instance where i will log in and have 0 spikes. EXTREMELY rare as of late. Game spikes at all times, in hide out, at kalgur, delves, and maps. No skill or skill is being used that causes this issue.

Launching on steam
GPU is a nividea 2060
CPU is a ryzen 5 3600
Ram is 16 GB
pc is on a SSD
latency with out spike is between 30-45 spikes are 1800+

No background downloads, streaming or internet usage while playing.
Tried restarting the game, steam then the game, full system shut down and relauch, and finally modem with full repower and relaunching, nothing makes it better.

Switching 'NETWORK MODE' to predictive made is better makes the base latency lower and has a smoother range (30-45, instead of 30-75 on auto).
