The Balance of Terror buffs don't work if you use them with a cyclone ( checked with helmet Kitava's Herald and cast on crit + enfeeble. both options don't work )

Triggering curses does not count as you casting the curse. You must manually use the spell every 10 seconds if you want the effects. Has worked this way since the jewel was added in Sanctum.
