Johan, the King's Hand, missing Dialog option to Open Town menu

As the title describes, since the beginnig of the League the NPC is not offering me the option to open the town menu.

I imagine its to do the early disconnects at the beginning of the league, not sure though.

I have attached a screenshot of my character talking to him.

I have double and tripple checked if i have quests open, talked to them in town.

Deleted and readded him to hideout, nothing helps.

This is pretty inconvinient pls help.
