Divination Cards not dropping on Boss

I did a t16 map (Sepulchre) with searing exarch influence. Final boss should have dropped 8 div cards, it did not drop any. I have included 3 screenshots below. 2 of which are the TOTAL loot that the boss dropped. Note that I did not pickup ANY loot from the final boss. I have also included all the map modifiers that were applied.

Hopefully I am not missing anything as to why the final boss did not drop the divination cards, when the searing influence on hover says

"

Final Boss drops X additional Divination Cards which reward X

2 separate times, as well as Lesser Eldritch Embers.

Multiple threads for the same issue, appears to be related to bosses that can transition between phases/forms. Forgot the name of the map you're in, but looks like the Doedre that switches between 2 forms?

Would recommend avoiding these maps until they fix it or risk losing more loot.
