Runesmithing random shrine bug

The "gain a random shrine buff every 10 seconds" runesmithing effect (13 power 32 journey 64 bounty rune) craft seems to be bugged. The shrine effects are not scaled by shrine duration, so they last only 20 seconds. ***edit: the shrine effects are being scaled by shrine duration, it's just that the base duration is tiny. I did delve and the duration was only 15 seconds (the atlas duration nodes being missing.) So anyone not scaling shrines would only be getting something like 5 seconds...

If this is intended, then the effect certainly isn't worth the cost (being one of the most expensive crafts, worth over 45 divs at the time of writing). I know for streamers 45 divs is nothing, but for a casual player that's a very substantial chunk of my accumulated currency since league start.

It's not even that broken given that properly scaling the duration requires atlas passives + sacrificing both a chest armor and a helm. When properly scaled with shrine duration, it would still only be around 90 second uptime with severe limitations (random buff may not even benefit you, duplicate buffs just refreshing the duration etc.). ***edit: since shrine buffs do not persist in hideout, everytime I enter a map, I need to wait for the shrine buffs to ramp up again, so realistically even with good amount of duration, it will still never be meta breaking.

Disappointing since I made a build specifically for this and it ended up being quite underwhelming.
