Atlas runner ransom is 'insuficient' with 400k gold

Runners kidnapped, I didnt click on rescue portal within 5 seconds so could not rescue anymore (wtf is that why is there time limit on portal), so had to pay ransom, 400k gold is not enough appearently, is this working as intended? I have 1x lvl 10, 3x lvl 9 and 2x lvl 8
