Euduring Suffusion and The Battle Within Oakbranch Tincture modifier seems can't work together

The Battle Within Oakbranch Tincture have a modifier:
Does not inflict Mana Burn over time
Inflicts Mana Burn on you when you Hit an Enemy with a Melee Weapon
it can't work with Euduring Suffusion, when the tincture deactived, it should continue have this effect but it don't have effect when deactived actually.
