Sap of the seasons not taking into account 20% quality on the tincture

I have 96% tincture effect on my tree and 20% quality on the tincture so I should be getting 2% elemental penetration per mana burn stack but I do not get the 2% per stack untill i use a life flask for the extra 15% effect from the "colloidal mixture" notable passive
