"Entire shipment has been lost" should immediately end the route

I've received the "Entire shipment has been lost" outcome, which currently continues charging wages and the ship is out at sea. Since there's no loot coming (essentially the same as a miner/smelter running out of input material), they should *not* be receiving wages and the ship should immediately return cancel.

It already feels terrible enough when you lose 100% of a 2mil shipment (why is this even a thing? 25-75% is fine), then you have to keep paying the wages for it.
