Defiled Forces not working

Hoping this one gets some attentiom because Im really loving the new Warden class but this is a significant drawback. Defiled Forces isnt refreshing shock duration at all. Ive tried with curse on hit ring, mark of submission, hextouch, mark on hit, and a combination of the above swapping between different curses. I would expect that this keeps shock stacks at full but it isnt performing that way.
