Cartography Scarab of Risk's mod isn't scaled by map mod effects

Basically the title, this scarab adds an extra mod to the map, but it appears that mod effect nodes on the atlas tree do not affect it:



As you can see here, 100% aoe was scaled up to 180%, but 60% less recovery of ES/Life wasn't (this is the mod added by the scarab).
