Massive Stuttering & 100% Usage CPU/GPU - 7/31/24

Experiencing severe stuttering & high GPU/CPU usage. It was fine yesterday but now the game is hard to play. I updated drivers today, validated files, changed from Direct X12 to Vulcan (no help/worse), and all graphics settings are low/off and I still pull 95-100% on both GPU/CPU. I have a GTX 1070 with 16 GBs RAM and a Intel i7-6700K 4GHz. I also played last league and for the last few days with no noticeable issues.

i have the same problem my cpu is on 100% all the time and the game lags at 20 fps with more opponents
