astramentis onyx amulet not applying attributes

I recently acquired an astramentis amulet that adds a total of 104 to all attributes. When I swapped my current amulet that only adds 30 dex for the astramentis, it took 2 dex off of my stats, and didn't add the full amount to the other two attributes. Does anyone know why the attributes are not correctly being added?
