diviner's incubators bugged?

Just got to the point in the league were i start putting incubators on.Put on 10 i84 diviner's incubators. Run a few maps, incubators pop. Only 10 stacked decks(wow that is unlucky). run 10 more, and 10 more, and 10 more. Only 10 decks each time. I look around to see if they nerfed them in any patch notes and i cant find anything. I probably ran close to 2k i80+ diviner's incubators the league before last, and the average was like 2.5 decks per incubator. With a range of 1-4 and it seemed weighted to favor 2-3 and unlikely to be 1 or 4. Did i just miss something? Is it bugged? Was it stealth nerfed? Did i just get ungodly unlucky and miss on 40 weighted 1 in 4's? Any answers would be helpful.

It was changed last league. Stacked decks drop less in all content now. Heist, Blight, etc.

So i went back and read the patch notes from last league and it dosent say anything about anything dropping less stacked decks. It just says that league content that dropped div cards would drop as stacked decks now. And things that drop random div cards couldent drop boss items any more.

~The following currency items now have a stack size of 20:Exalted Orb,Regal Orb,Divine Orb,Stacked Deck,Crusader's Exalted Orb,Redeemer's ExaltedOrb,Hunter'sExalted Orb,Warlord's ExaltedOrb,EnkindlingOrb,InstillingOrb,Tainted Exalted Orb, and, Eldritch ExaltedOrb

~Inscribed Ultimatums that require Awakened Sextants as a sacrifice now require Stacked Decks instead.

~Sources of Divination Cards drops from League content such as Legion, Blight, Delirium, Heist, Ritual, Expedition and Delve now instead drop
Stacked Decks.

~Stacked Decks, Diviner's Strongboxes, and Divination Cards obtained as rewards from various content can no longer drop Divination Cards for Boss-exclusive Items.

Thats every line from the patch notes that mentions stacked decks and nothing says anything about them dropping less, its actually the opposite.
