Cannot upgrade recruitment using bismuth bars

My recruitment is at level 5, and it needs 200 Bismuth ore to upgrade to 6. I have 33 ore and 557 Bismuth bars. Shouldn't the bars count 5:1 for ore, like they do in shipping?

unfortunately no they don't. the only solution is to shut down your smelter until you get any and all upgrades that require bismuth ore

No. You'll need to disable your smelters if you want to keep your smelters away from it.

" The intended part is that smelter workers will work on other ores if their assigned ore is not available. Has GGG said that they intended for the upgrades to specifically require raw ore, rather than ore or bars, as shipping does?
