Mouse Wheel not working properly

My mouse and the scroll wheel are working just fine but in the game. In the game the scroll have not been working.

Sometimes I rebot my machine, enter in the game and test it on "region option". Sometimes it works, sometimes I have to rebot sometimes more. When it works on "region options" it works on game. I am not sure how to solve this.
