No Forgiveness and Measured retaliation don't stack

I assume this is not intended.. as it seems to be very niche for just retaliation players. But after slotting an amulet with the annointment I seem to have gotten 1 or 2 no charge consumptions in like 20 retaliations, LESS than when i had just the ascendancy node. can this be investigated?

I also noticed exactly the same issue, I barely ever get the retaliation skill to not consume the cooldown, thinking actually that those 20% from No Forgiveness override the 50% from the ascendency, which is quite disappointing.
