I suffer from the same issue ping is crazy and unstable.. sometimes changing gateway did fix it but not today..

Same stuff for me, hideout 20 ms... enter map 70 and going up and down do 200 or even 20k..

Not in maps yet, had to stop when I couldn't load into town to turn in the Doedre quest. Latency stable enough at 22ms, but FPS drops with the Shader (DirectX 11) spiking. Has led to a crash and it's been an ongoing problem for me.
