Is Arsenal of Vengeance functioning properly?

I use Arsenal of Vengeance key stone. When attacked by an enemy, an effect appears over my character, but if I continue to be attacked by the enemy, no damage is done to the enemy and no effect of the attack appears. Is Arsenal of Vengeance functioning properly? Perhaps the block is mandatory?

With Arsenal of Vengeance skills become usable, but you still need to activate them yourself.
