Yes, you get 4 by simply creating a new character

For public stash tabs I don't think so. It's how they sell the game.

Sometimes there are occasional gifts. Usually mystery box. And if lucky one can get stash tab from such thing.

I wonder how many people in this game do not have the ability to sell items through a stash tab, might be something GGG would want to look into, giving a basic one with half the squares, that might be good a thing to add to the core game.

The league mechanic does something like for currency no? With the currency exchange, players without stash tab have an extra method of trading which was not available in the past.

There is the new currency market but it only works on currency.
