Axe Mastery for Rage on Hit not working

Using cleave with a one hand axe + sword, and the axe mastery for 2 rage on hit per axe attack. I am gaining 0 rage.

same with "Gain 1 Rage on Melee Hit" nodes. Using two swords and double strike.

This is happening to me as well with the axe mastery and Slaughter passive axe node.
