How to get Fortify Stacks and Cruetly on Bleed builds?

Hey,

looking at many Gladiator Bleed PoBs, many of them run Fortify and Cruelty.

But can you reliably get stocks buffs? Your hits will be so puny and both effects scale off of the on-hit damage. Especially in tougher boss fights this seems like bait.

Any experiences players might wanna answer that?
