How does puncture of shanking work with new perfect agony?

The new trans gem puncture of shanking has the line "causes bleeding".
The reworked perfect agony keystone states "non-critical strikes cannot inflict ailments" Does anyone know which line takes precedence over the other? I'm assuming that perfect agony overrides the "causes bleeding" line of the skill gem if you hit an enemy but do not crit with the new gem it won't cause bleeding?
