Stuttering Problem Still Not Fixed??

So I took a break after TOTA due to the increasing performance problems ruining my enjoyment of the game, particularly with multithreading enabled. Gave it about a year and came back, and I see the problem still hasn't been fixed?! This is kind of a big deal, GGG.

This is the exact behavior I'm experiencing. Stutters with multithreading enabled, runs just fine with it disabled. My shader cache is fully populated.

My specs:
CPU: Intel i7-4790K (4 GHz, 8 cores)
Memory: 16 GB (Corsair Dominator DDR4 2400 MHz)
GPU: RTX 3080 (Asus TUF)
HD: Samsung 850 Pro x2 in RAID Stripe mode

Problem occurs with all render engines and all graphical settings, although it's maybe less pronounced in DX11 than the other two. Nvidia is set for "maximum performance" power plan on POE. I get about 100-130 FPS steady with multithreading enabled (but also stutters) and 60-70 FPS with multithreading disabled.

So I'm literally discarding about half of the performance my machine is capable of just in order to compensate for this one bug.

Please let me know if there's any info I can provide that will help you troubleshoot this issue. This is not acceptable for a game receiving steady updates. Thanks!

Edit: The Reddit thread says it's a bit random how bad it happens each time you launch the game, in my experience what this means is you may run fine for a time before the stuttering starts, or it may start immediately upon launch. Usually the latter. When it was the former, the change would always occur in specific instances. I might get into a situation where my hideout was stuttering but town was not, or vice versa, I don't recall the details because this is from a year ago when I was originally experiencing the problem. But in case that helps, the problem can be instance-specific which seems strange to me. From what I remember, if my hideout wasn't stuttering then there was a good chance a map I open also wouldn't stutter. (Not always though. I would try to keep that going but eventually one or the other would start stuttering, then it would spread to the other very quickly. At that point every instance I went to would stutter and I'd have to either restart the game and pray, or just disable multithreading once I figured out that would fix it.)
