Can anyone help me try and solve this issue - https://prnt.sc/6Vzu6W8AYjsR
POE is the ONLY game I play where I don't have a stable connection. I have 300/50 internet speed. I play on the Washington server. I can't play the game without internet stutters and it absolutely kills my vibe playing this game. I love playing this game, but this issue has me on the edge.

Green Rectangle = Your ISP's internal network
Red/Pink Rectangle = High ping starting on your ISP's network
I would recommend you do a few more tests and post them as well as a WinMTR to something like Google DNS 8.8.8.8 or Cloudflare DNS 1.1.1.1 to see how the results come back.
Some GGG servers to try:
Washington DC - 172.240.33.196
Dallas Texas - 160.202.166.124
Canada East - 108.163.145.215
Edit:
Is this a Verizon 5G cellular connection? Model: NCQ1338
If so, cellular ping is not stable and would explain the jumping around.

Yes, I have the Verizon 5G cellular program because the apartment complex I live at has shit internet that is pooled, and I'm not allowed to get another 3rd party involved because they have a contract with an ISP already. I just don't get why I only have this issue in POE. When I play other games, the high ping spikes don't exist. This literally only happens in POE.

Have you tried doing a WinMTR check to 8.8.8.8 or 1.1.1.1 to see if those high pings still happen?

This looks pretty variable and similar to the one to the gaming servers.
In your previous and current tests you can see that you have low latency at times but that latency shoots up for whatever reason. The connection from your device to the 5G adapter looks fine. The latency issue appears to be between your adapter and their towers.
Unfortunately cellular connections have never been known for stable latency.
