Imbued Anarchy Exiles don't drop any Fractured Items

Using a Horned Scarab of Awakening and selecting the Imbued Anarchy, will result in a Map that states "Items Dropped By Rogue Exiles in Area Have a 20% Chance to be Fractured", but not a single Fractured Item drops in the entire Map with over 10 Rouge Exiles killed, tested twice.
