Can't leech life

for some reason no matter what i do i can't leech life from targets, i've tried melee, ranged phys and ele damage. nothing works, i don't have vall pact or anything like that. i'm around lvl 30 in ruthless and i deal decent damage.

How much damage is "decent damage"?

Leech stacks pretty easily at high levels because you're doing 5 or 6 digits worth of damage each hit, so even 1% of that is a lot.

Around level 30, I think you're doing a few hundred at best, so you're looking at single digits worth of leech recovery per hit.
