Improve Melee DPS Uptime by removing Movement speed?

Help me understand this.

Raider Frenzy movement gone, Challenger charges gone, Rage move speed gone. Quite a few source of attack speed were also remove in favor of flat more damage. These are key elements in aiding engagement and disengagement for melee.

Making melee slower in both movement and animation seems counterproductive.

They don't want you to have too much fun right away, even after 10 years the first few hours of PoE are so boring that many people in my friend circle just quit before getting to maps.
Like many things in this patch to "fix" melee it amounts to "we buffed X and nerfed Y which counteracts the buff to X"

At least you can enjoy the scenery more before offscreen ranged/caster barrages make you take another dirt nap.
