Harbinger didin't drop one type of currency shards

I saw that harbingers not always drop single type of currency shards when they could(Harbinger Scarab of Discernment). I thout that maybe is one time bugged but i saw it so many times so why i posted this. Can any1 explain?

Not bugged. Harbinger nodes that provide an additional stack of currency shards from your Atlas Passive tree aren't converted by this scarab; only natural sources are.
