Enemy Action Speed (chill) - is it capped?

I'm looking at a summon skitterbots build. (a support build it, does no damage itself).

skitterbots chill causes 10% action speed reduction on enemies.

I can get 400% increased effect of non-damaging ailments / chill / cold ailments effects cheaply, which I assume makes skitterbots reduce action speed by 50%?

With a mirror or so I think I can get to 700% increased effect. Would this slow enemies by 80%?

Multi-mirror I think I can get to 850% and possibly 900%. would this cause enemies to not be able to move / attack (perma frozen)?

perma frozen is achieved trivially with actual freeze ailment and many casts per second. You can freeze even endgame maven crucible bosses if damage is high enough. Chill only matters for numerous chill-specific damage bonuses or if you are DoT-only. Elementalists may raise chill cap to 40%.

In addition, your increased effect of non-damaging ailments will not affect skitterbot auras.
Thanks, that saves me a couple of failed builds next league. I guess I could get the chill from the nearby enemies are chilled cluster notable.
